East
Hanover Township Government
East Hanover Township government exists for the purpose of providing
services and public facilities to the people who live within the
Township. All Township activities are governed by the
Pennsylvania
Second Class Township Code which was enacted and amended in 1995.
Board of Supervisors

Marie Beaudet,
a Township Supervisor since January 2004 and Chairperson of the Board since January 2006, lives with her dogs on Dry Run Road. She has been a resident of the Township since 1996. Marie has three children and five grandchildren. In her spare time, she likes fishing and doing scientific experiments with her granddaughter.

Keith Espenshade, Vice Chairman and Township Supervisor since January 2004, is a life-long resident of East Hanover Township. He is a graduate of Dauphin County Technical School. Keith also served on the Board of Supervisors from 1986 to 1992. He is employed by Espenshade's Plumbing & Heating.

Dave Marshall,
a member of the Board since January 2006, is a third generation entrepreneur and co-owner of Marshall's Wood Products on Allentown Blvd. He is a graduate of Lower Dauphin High School.
Dave moved to East Hanover Township in 1987 when he married his wife Diana.
They have two children; a daughter and son. |
Tom Shutt, a member of the Board since January 2006, is a farmer and, along with his youngest son, raises beef cattle. Tom has lived in East Hanover Township since 1956.
He and his wife Martha have four children; three
sons and a daughter. Their children and grandchildren have blessed them with
seven grandchildren and one great-granddaughter. In his younger years Tom
was active with the Grantville Fire Department and enjoyed the time he served
with "some of the best guys in firefighting." |

Larry Spitler, a resident of East Hanover
Township for 53 years and has run his family business for 30 of those
years. His family moved here in 1954 and settled on what was then the
Russell Shertzer farm and is now the John Geesaman farm located on Spring
Road. Larry helped his family run the farm for 17 years before going into
public works. After 34 years of active employment, he retired from Hershey
Chocolate in June of 2003, and continued on as a consultant until January of
2007.

The Second Class Township Code, Section 607, outlines the duties of the
Board of Supervisors. It states they shall:
(1) Be charged with the general governance of the township
and the execution of legislative, executive and administrative powers in order
to ensure sound fiscal management and to secure the health, safety and welfare
of the citizens of the township.
(2) Have the responsibility for maintenance of township-owned equipment and
facilities.
(3) Employ persons as may be necessary for the general conduct of the business
of the township and provide for the compensation, organization and supervision
of the persons so employed. Records shall be kept and reports made and filed
giving the names of all persons employed, dates on which work was done and the
number of hours worked with compensation paid to each person and the capacity
in which employed.
(4) Authorize attendance at conferences, institutes, schools and conventions.
Any supervisor, elected or appointed officer or township employee may if
directed by the board of supervisors attend any conference, institute, school
or convention dealing with the duties and functions of elected or appointed
officers or employees. The expenses for attending the meetings may be paid by
the township and are limited to the registration fee, mileage for the use of a
personal vehicle or reimbursement of actual transportation expense going to
and returning from the meeting plus all other actual expenses that the board
of supervisors agrees to pay. Every attendee shall submit to the board of
supervisors an itemized account of expenses incurred at the meeting. The board
of supervisors may authorize employees to be compensated at their regular
employee rate, and auditors to be compensated at the rate of ten dollars ($10)
for each hour up to a maximum of five hours per day, during their attendance
at the meeting.
(5) Annually, on or before the first day of February, furnish to the board of
auditors information on the construction or maintenance of roads or other
matters that may be required by any department of the Commonwealth to be
included in the annual township report.
(6) Provide for the annual tax duplicate to be prepared and presented to the
tax collector.
(7) Perform duties and exercise powers as may be imposed or conferred by law
or the rules and regulations of any agency of the Commonwealth.

Board Meetings
Board meetings are held on the first and third Tuesday evenings of
each month (except holidays or election days). Meetings are held
in the Township Building beginning at 7:00 PM. The public is
encouraged to attend all public meetings.
Administration
To ensure Township residents are well served by their government the
Board of Supervisors created the following positions:
Secretary-Treasurer;
Roadmaster and Road Crew;
Park and
Recreation Leader; Building and Park Maintenance;
Codes and
Zoning Officer; Sewage Enforcement Officer;
Sewer Treatment
Plant Operator; Municipal Engineer; and
Solicitor.
The Board also created the following boards, commissions, councils,
and other entities:
Zoning Hearing Board;
Planning Commission; Park and
Recreation Board; Environmental Advisory Council; and
Emergency Management Coordinator.
